Me MASSIEGMO Steve
A graduate of the law faculties of Cameroon, is the founder of HLC. He holds a Master’s degree in criminal law and criminology, as well as a Master’s degree in business law. Additionally, he embarked on a doctoral thesis but temporarily suspended its course for personal reasons. With extensive experience in the legal field, Mr. MASSIEGMO Steve received training at prestigious law firms such as Zangue and Partners, Minyogog and Associates (in Cameroon), and Rukangira Law Chambers (in Rwanda).
After completing a program at ILPD (Institute of Legal Development and Practice) and obtaining a DLP, he was sworn in as a registered lawyer at the Bar of Rwanda, consequently becoming a member of the East Africa Law Society.
He leverages his expertise and skills to serve a diverse clientele, primarily consisting of companies, entrepreneurs, and local and foreign project stakeholders looking to establish or expand their presence in Rwanda and across the African continent.
His proficiency extends to OHADA, Cameroonian, and Rwandan legislations, and he specializes in the following areas:

Me Frank TSAGUE
Frank holds a Master II in corporate legal engineering and commercial arbitration.
He was admitted to the Rwandan Bar in 2021.
After working with various law firms in Cameroon, he moved to Rwanda, where he obtained his DLP (Diploma of Legal Practice). An arbitrator with the Asian Institute of Alternative Dispute Resolution (AIADR) in Malaysia, he is also a visiting lecturer at the University of Kigali (UoK) and the University of Lay Adventist of Kigali (UNILAK). He joined CERTA LAW in 2021.
Frank specialises in :

He speaks
French and English, with some knowledge of Kinyarwanda.
Me Zinat Nabila LOUH MGBIEPIT
Me Zinat Nabila LOUH MGBIEPIT graduated in Business Law from the University of Yaoundé II-SOA (Cameroon) and holds a Diploma of Legal Practice from the Institute of Legal Practice and Development (I.L.P.D- Nyanza) based in Rwanda. She has been practicing in law firms since 2014 and now possesses extensive experience in Cameroonian and Rwandan procedural and judicial matters. She has undergone numerous interesting training sessions in human rights, gender issues, and particularly in alternative dispute resolution methods.
Registered with the Bar of Rwanda and a member of the East Africa Law Society, she is a highly committed and dynamic collaborator at HOPE LAW CHAMBERS. She provides counsel, assistance, and representation to both local and foreign clients before decision-making bodies in Rwanda. She is comfortable navigating various legal fields, including:

- Customs Law (import-export)

Me NKOUNKEU BIAKEU Yves-Roger
A graduate of the esteemed University of Dschang in Cameroon, Master NKOUNKEU BIAKEU Yves-Roger holds a Master’s degree in business law. At the same university, he enrolled in a doctoral thesis program but later suspended his studies. In Cameroon, he worked as a collaborator in business agent offices and law firms, gaining a sound understanding of the courts and tribunals in Cameroon, some of which he frequented for a significant period. In Rwanda, he graduated from the Institute of Legal Practice and Development in Nyanza (ILPD). Currently, he is registered with the Bar of Rwanda and is a member of the East African Law Society.
He previously collaborated with the law firm SHEBAH LAW FIRM in Kigali and is currently working with the law firm HOPE LAW CHAMBERS. With a rich knowledge of CEMAC and OHADA legislations, as well as those of Rwanda, he possesses significant experience in the Rwandan judicial domain, offering his modest skills to a diverse clientele.
He demonstrates proficiency in OHADA, Cameroonian, Rwandan law, and particularly excels in the following fields:

Me Léonnel NKOUNGA
Me Léonnel NKOUNGA is a graduate of the University of Douala in Cameroon with a degree in private law. He also holds a Diploma of Legal Practice from the Institute of Legal Practice and Development (I.L.P.D- Nyanza) based in Rwanda. He initiated his legal practice within the offices of Bailiffs (Me KOUBEL YITH Lydienne and Me ENAME NKWANE Samuel in Cameroon) before transitioning to law firms (KAMBOU Elie Law Firm in Douala, Paradise Law Chambers in Rwanda). His professional background is marked by significant experience in procedural and judicial matters within the Cameroonian and Rwandan legal systems.
Registered as a lawyer with the Bar of Rwanda and a member of the East African Law Society, he is one of the collaborators at HOPE LAW CHAMBERS. He articulates with ease on various aspects of business law and civil matters, particularly in:
